SEND Governance Structures

To co-ordinate the local area (this includes Health, Education and Social Care) response, and clarify accountabilities, a review has been undertaken of the SEND governance arrangements, with the work now being delivered through 5 SEND workstreams jointly led by a representative from Central Bedfordshire Council and BLMK ICB (Bedfordshire, Luton and Milton Keynes Integrated Care Board), with parent/carer representation through SNAP PCF in every workstream and arrangements in place to ensure involvement from children and young people with SEND. 

The SEND workstreams are: 

  • SEND Support, early identification, and intervention (including Early Years)
  • Social, Emotional and Mental Health (SEMH) support for young people with SEND and their families
  • EHCPs – Quality and Timeliness 
  • Preparation for Adulthood 
  • Autism Strategy and Pathways 

The SEND Strategic and Operational Group has a clear focus on the actions in the SEND Strategy Action Plan and the Accelerated Progress Plan.  It is made up of Heads of Service across Health, Education and Social Care, SNAP PCF, the SEND workstream leads, and representatives from schools and FE.  The group is accountable for the delivery of actions in the five SEND workstreams.

The work is overseen by a SEND Executive Board which provides strategic leadership on SEND across the Local area, including CBC, BLMK ICB, SNAP PCF, schools, and educational settings.  The Board has a key responsibility to monitor the impact and performance against the SEND Strategy Action Plan and Accelerated Progress Plan, as well as monitor SEND sufficiency in relation to planned developments of local specialist provision.
