Top-up funding to mainstream schools and colleges for children and young people with an EHC plan

We fund the support in an educational health care (EHC) plan which is additional to the notional funding, already available in all mainstream schools and colleges. This funding comes from our High Needs Block and is paid centrally to the school. The funds are divided up for the 12 months and given to the schools on a monthly basis.

If the child/young person moves to a different education setting, any allocated funding moves with them. We will, retrospectively, remove from the original school and allocate to the new education setting – these adjustments are made on a monthly basis.

Funding to special schools and additional resourced provisions

Only children/young people who have EHC plans can attend special schools or be placed in an additional resourced provision.

Funding comprises of two main components:

  • a sum 'per place' – the 'per place' funding (£10,000** per year) is paid at the beginning of the financial year
  • a 'per pupil' top-up from our High Need Block

Pupils in special schools and additional resourced provisions get top-up funding to meet the needs identified in the EHC plan. If the child/young person moves to a different education setting any allocated top-up funding moves with them. We will, retrospectively, remove from the original school/college and allocate to the new education setting – these adjustments are made on a termly basis.

Inclusion Funding for Early Years Providers

Every local authority must have a SEND inclusion fund to support early years providers in meeting the needs of individual children with emerging special educational needs.

Central Bedfordshire’s early years providers can apply for additional funding to support a child with emerging special educational needs. 

Setting SENCos should contact their Early Years SEND Advisory Teacher for information about additional funding. 

Cross border arrangements for children with SEND 

Some children who reside in one local authority attend an early years setting in a neighbouring or other local authority. Arrangements for supporting children with SEND will vary in different local authorities.   

If a child residing in Central Bedfordshire attends an early years setting in another county, the setting should apply to their own local authority for additional funding to support the child. 

The Early Years SEND Team in the Central Bedfordshire will liaise with early years providers in other counties to provide advice and support for a Central Bedfordshire child attending an early years setting. Referrals to the team can be made via the single online referral system.  

Providers should notify their own local authority when a referral is made to another authority. 

Arrangements for early years providers to request Early Years SEN Inclusion Funding for individual children in other local authorities will be different from those in Central Bedfordshire.
